In consultation with the Department of Education, I am postponing the distribution of modules to our students through their parents to October 12, 2020 from the original scheduled date of October 5, 2020.

Due to the expected huge number of parents that will be going to the schools, we want to ensure that we are in close coordination with the barangays where the schools are located and that proper health protocols will be observed in an orderly manner of the distribution of the modules.

Even before this pandemic, our City Disaster and Risk Reduction Management Office (CDRRMO) has played a vital role in attending to whatever emergency case there is in our city. Our CDRRMO personnel are also part of our valuable frontliners during this Covid-19 pandemic. They are exposed to the virus everyday as they continue to cater to emergency situations, transport our constituents to dialysis centers, and many more.

Despite following the strictest of health protocols, our CDRRMO personnel are very much vulnerable to the virus given the nature of their work. It is with sadness that I announce to you today that more than half of our CDRRMO personnel are showing symptoms. They are currently in strict isolation as they await the schedule for their swab testing.

In order to protect our constituents, the CDRRMO will only cater to emergency cases, for the meantime. We know that our dialysis patients are also immunocompromised and we would like to protect them as much as we could. Thus, we advise the families of our dialysis patients that for now, we will not be able to transport our patients to dialysis centers. We cannot risk our dialysis patients and expose them to the virus.

We ask for your understanding and cooperation. Rest assured that the CDRRMO will continue to accommodate emergency cases. I urge everyone to pray for our frontliners. Let us heal as one.

My fellow Talisaynons, due to the alarming number of positive cases in our city, our local IATF team together with our barangay officials met and discussed the strategic plans that we have to undergo to put a stop to these rising cases. Part of our discussion was the implementation of EO No. 36. I am asking for your cooperation which is very important now.

Under the Executive Order, the new curfew shall start from 8 PM to 4 AM. This will help us stop people from going out of their homes when not necessary.

We also discussed the concerns with regard our public market. I would like to let you all know that the entrance and exit of the Talisay Public Market shall be changed. The entrance shall now be at the back while the exit shall be the one facing Savemore. We will also allow only two hundred people at once inside the market. Tents will be set up for those who are waiting to be accommodated and there will be proper markers. In addition to the wearing of facemasks, vendors will be required to wear faceshields which the city will provide.

Finally, in order to ensure the safety of our marketgoers and vendors, marketgoers are also required to wear facemasks and faceshields upon entering the public market.

I am asking for your cooperation and understanding. I also urge you to please do not hesitate to report those who are not observing our rules to the authorities. Let us all be mindful of one another and follow health protocols at home and outside.

I would like to remind everyone to continue being vigilant. Some of our employees in the New Talisay City Hall have already tested positive for Covid-19. This is despite of the strictest of measures that we implement inside the building. I would like to let you all know that the New Talisay City Hall will be temporarily closed from September 9 to 11, 2020 to give way for thorough disinfection of the building and exhaustive contract tracing within our employees.

The New Talisay City Hall will again be open to cater clients on September 14, 2020. By then, we are sure that all corners of the building were thoroughly disinfected. Please bear with us and thank you for your understanding.

Let us all remain in the safety of our homes if going out is not that extremely necessary. Let us continue exercising proper handwashing, proper wearing of facemasks and faceshields, and strict physical distancing.

For the information of our Talisaynons, due to the significant increase of COVID-19 positive cases within the Province of Negros Occidental, the entire City of Talisay will be undergoing a “Two-Day Timeout Weekend Mass Testing” from August 30 to 31, 2020 to conduct a wide-scale COVID-19 Mass Testing.

With our deepest hopes to end this pandemic, we encourage the public to buy your basic necessities, especially food, before the said “Two-Day Timeout Weekend” to avoid unnecessary contact with other people as this may result in contracting the virus. We strongly encourage the public to refrain from going out of their homes and practice strict home quarantine during this period.

All our medical frontliners are sacrificing their well-being to save the lives of our countrymen, however, despite their heroic efforts, the great influx of new COVID-19 patients has already overwhelmed our hospitals to the point that they have already reached a critical stage.

During these difficult times, it is only when we strictly follow our health protocols and laws that we can put an end to this pandemic which has already taken the lives of our families and loved ones. This “Two-Day Timeout” is a difficult but necessary means by which we can protect our beloved families and neighbors from the alarming effects of this pandemic Let us all do our part in not making the sacrifices of our brave frontliners in vain.

As much as possible, I want to be proactive in dealing with this pandemic. During these trying times, it is always better to be safe than sorry. For the safety of all Talisaynons, I directed that the Emergency Room of our City Health Office be closed starting tomorrow until further notice. This is part of the precautionary measures that we are taking which include thorough disinfection of places where people usually go. Please bear with us as we make sure that you are safe in your own city. I will be updating you once the ER is again open to cater to your medical needs.

In addition, the General Services Office (GSO) and the Bids and Awards Committee (BAC) Office at the New City Hall will also be closed starting tomorrow. Both offices will open again on Monday, August 17, 2020. The GSO and BAC Office will also be disinfected.

The disinfection and closure of the City Health Office's ER, GSO and BAC Office are in line with the contact tracing and other necessary procedures of our city's IATF team.

I am reminding you once again to 1. stay home unless it is extremely necessary to go out, 2. avoid crowded places, 3. proper handwashing, 3. proper wearing of facemask and face shield, and 4. strict physical distancing.

Let us change our complacent mindset and be proactive. Let us heal as one.

This virus is slowly targeting our frontliners---the individuals who are working tirelessly to protect us. How I wish I have good news to share but there is none as we record another Covid-19 positive, Patient No. 30.

Patient No. 30 is a healthworker at a hospital in Bacolod City. Just recently, he was advised by the hospital management to undergo home quarantine as he was feverish. The hospital management failed to coordinate and inform us of this incident so we only knew of the condition of Patient No. 30 after his swab result was released. Had we known prior, we could have taken the necessary steps to better handle the situation at the earliest possible time. For the safety of the Talisaynons, I am directing that a portion of Purok Lily, Brgy. Zone 10 be sealed off immediately until we are sure that no one got infected and in order to make sure that his family can be strictly monitored by the barangay.

I will be writing a letter to all hospitals in Bacolod City requesting them to properly inform us of incidents of medical frontliners showing symptoms or being suspected of being Covid-19 positive. I am asking for proper coordination, communication, and cooperation. These healthworkers are our own and we should protect them.

Just to recap, we also have Patient Nos. 22 to 29. All are in strict quarantine in our designated facilities. Just like Patient No. 30, Patient No. 27 is also a healthworker. The rest, Patient Nos. 22 to 26 and 28 to 29, are all OFWs.

As of this announcement, we also have Patient No. 31, a dialysis patient. She is also in strict quarantine.

I am asking for your prayers, understanding, and cooperation. Let us help one another survive this pandemic. Practice proper handwashing, proper wearing of facemasks, and strict physical distancing. Please avoid crowded places and do not go out if you have no necessary transactions outside your home. Remind and gently reprimand those who do not follow the law. Let us educate our fellow citizens so we can heal as one.

Your safety is our foremost priority, thus, I would like to inform you all that the Business Permits and Licensing Office (BPLO) at the New Talisay City Hall will be closed starting today. This is in connection with the case of a patient from Bacolod City who processed a business permit at the said office.

Given the small area of the BPLO with such an enclosed space, we need to make sure that it is disinfected thoroughly. The BPLO employees were also already tested and are waiting for their tests results.

I am asking for your understanding as I am only after the safety of all Talisaynons. Rest assured that transactions with the BPLO will resume on Monday, August 10, 2020.
